Multimodal transport operations should be developed concurrently, management operating systems of multimodal transport should be established, and full play should be given to government functions. In the development process of multimodal transport, the government should play a coordinating, guiding, and promoting role in strengthening the logistics construction of the port to create a favorable traffic atmosphere.
