Fuzzy Comprehensive Evaluation for Freeway Section Level of Service under the Condition of Limited Speed

Abstract
This paper breaks away from traditional ideas about dividing road service levels by saturation (V/C). From the concept of "level of service", it researches the indicators which the drivers or passengers can directly experience, such as vehicle speed, running time, congestion level, driving freedom, safety, comfort, convenience, operating costs and so on. On this basis, it constructs evaluation index system and establishes a model of multistage fuzzy comprehensive evaluation. At last, it verifies the model by example and takes the comparative analysis of freeway section level of service under the condition of limited speed and unrestricted speed. It concludes that the relatively high speed and flow is corresponding to the highest relative service level.
