Abstract
This paper introduces basic situation of the construction and application of China's urban public security traffic command system, and points out the obvious shortage of application of the system in each province and city compared with the annual fund of ten billion Yuan invested in its construction. Through the analysis on the causes leading to "high input in construction and low efficiency in application", the lack of legal regulations and guidance documents is revealed to be one of the relatively fundamental causes. Through the further comparative analysis on the construction and application of the traffic management business information system such as vehicle registration system, a number of recommendations in rule making, establishment of institutions, post setting and business process of the public security traffic command system are proposed.
