Risk Evaluation Coupling Model of Ro-Ro Passenger Ship Terminals' Operation Based on Fuzzy Analytical Hierarchy Process and Set Pair Analysis Method

Abstract
The risk evaluation of ro-ro passenger-ship terminals' operation is important to ensure its safety. The risk evaluation is a multi-grade and multi-index fuzzy evaluation problem. Based on the features of ro-ro passenger-ship terminals' and the requirements of laws in China, the risk evaluation index system is established. In view of the facts, this index system is characterized by the complicated hierarchy structure and multiple index attributes, and the traditional assessment methods has the disadvantage of response the shortage to certain and uncertain information, the evaluation coupling model of ro-ro passenger-ship terminals' operational risk based on fuzzy analytical hierarchy process and set pair analysis method is integrated. In the model, FAHP method is used to determine the weights of the evaluation indexes, and SPA method is used to assess the risk states of the ro-ro passenger-ship terminals' operation. The proposed method is applied to assess a certain ro-ro passenger-ship terminal in Dalian city. The result indicates that the model has the advantages of the clear physical concepts and high precision, so this method used is feasible and rational. The work specified in this paper can be as reference to the risk evaluation work of the ro-ro passenger-ship terminals' operation.
