Transferring Controller Handoff Research Based on Air Traffic Emergency Response

Abstract
Air traffic management plays a significant role in modern air transportation system, in case of emergency rescue, its emergency response ability directly determined the system's efficacy of the stricken area. This paper studied the classification of air traffic emergency response, according to the air traffic management rule of Civil Aviation Administration of China and its work situation, established an evaluation index system of the transferring controller handoff by utilizing the Delphi method. Through the Analytic Hierarchy Process (AHP) and fuzzy comprehensive assessment, calculated the weight of each index, and established the airspace transfer gray incidence decision model of multiple-attribute. On this base, evaluated the vicinal region of one airspace of our country. And depend on the simulation analysis by the system of "air traffic flow evaluation based on the aircraft circulation simulation", proved the result is reasonable and feasible, then, formulated the emergency response of transferring controller handoff scenario of this region. This method can primly reflect the ability of transferring controller handoff successor, and have high theoretic value and extensive application. Therefore, it provides a credible background for air traffic bureau to enact the emergency response airspace handover scenario.
