Research on a Commodity Scheduling System for Emergency Rescue in Inland River

Abstract
When an accident happens during hazmat transportation, it should be handled in an appropriate way to minimize the loss and prevent expansion. This paper introduces a method to decide the scheduling scheme fast and effectively. Firstly, research is made on the statistical data of the hazardous material incident and distribution of storage of emergency commodity along the Changjiang River. Then the Particle Swarm Optimization algorithm (PSO) to optimize the scheduling scheme is used, and a mathematic model with the target of shortest time used is developed. Based on the model and the features of accidents, the optimal scheduling scheme can be obtained.
