A Multi-Period Model for Relief Resource Allocation Based on Dynamic Vulnerability of Affected Areas

Abstract

When a disaster happens, the affected areas of the disaster often need numerous relief resources to reduce their loss. This paper explores the characteristics of vulnerability of the affected areas and then constructs a loss function, which is decided by such variables as dynamic vulnerability and unsatisfied resource demand. And then a multi-period model for relief resource allocation is formulated to minimize the total loss of the affected areas. Finally the model is applied to a case in Wenchuan Earthquake in China in 2008 with satisfactory results.
