Study on Road Network Reserved Capacity on Different Levels of Service and Stochastic Conditions

Abstract
The paper investigates the road network capacity under uncertainty. By showing the characteristics of route choice and considering the link travel time reliability on a certain level of service, we set a bi-level programming model and the road network capacity can be gained. Firstly we consider the single link of a route under uncertainty, and then extend it to the whole road network capacity on a certain service level. Using the model we can escape from calculating a huge amount of data which is used in the Monte-Carlo method. An example is calculated, and then the result shows the efficiency of the model.
