Expectation Multi-Level Planning Model and Algorithms of Transportation Decision in Emergency Logistics

Abstract
The study of Emergency Logistics is important for the whole world. One of its main contents is to study the organization of traffic. One great challenge is the optimization of transportation decision-making system of emergency logistics. It is a complex decision-making system, which all the decision-makers are at a certain level of structure and have their own decision variables, objectives and constraints. This article is a study based on this background. The authors propose a solution named Expectation Multi-Level Planning Model (EMLPM) to evaluate transportation schemes and choose the best one considering the greatest advantage of all levels. What's more, the Hybrid Intelligent Algorithm is put forward as a problem-solving model. An example application is used to illustrate this proposed approach.
