Optimization Algorithm of Interchange Plan Selection Considering Multi-Factor

Abstract
It is an effective way to discuss urban interchange construction from an overall view and by analyzing traffic flow properties based on urban road network planning. Interchange type design should be made according to influential factors and traffic functions. This paper presents the evaluation index system for interchange type selection and quantifies the indexes, constructs the hybrid decision-making equations by means of PROMETHEE, GC-TOPSIS and FCV to make the choice among many interchange plans. The selected evaluation index values include three types of weight, that is, AHP, mean-variance and combined evaluating. Solving the three kinds of equations for the three kinds of weights respectively, 9 scores for each interchange plan will be produced and the scores used to rank all the interchange plans with the Borda function, that is a Social Choose Function (SCF). Considering different factors, the weight values and evaluation indexes can be adjusted to resolve the selected evaluation index equations for better precision, make sure that the urban interchange construction can be more effective.
