Key Concepts in Implementing Hazard Mitigation Measures
Publication: Solutions to Coastal Disasters 2008
Abstract
One of the greatest challenges for scientist, engineers and other technical professionals is to have their findings, recommendations or studies incorporated into the real world decisions of a community. To assist in this goal, two key concepts developed in the Hawaii Coastal Hazard Mitigation Guidebook are discussed relating to: (1) understanding the development process, and (2) using the continuum of elements for government implementation. It is shown how these concepts are applied to: (A) develop a new shoreline setback regulation for Kauai County, (B) deal with active subsidence and sea-level rise for an existing subdivision in Kapoho (one of the stops for the full day field trip for the Solutions to Coastal Disasters Conference 2008), (C) create a Homeowner's Handbook to Prepare for Natural Hazards, and (D) draft a new Coastal Hazard Mitigation Guidebook for Louisiana after Hurricanes Katrina and Rita.
