Abstract
Traffic speed is strongly correlated to driving safety. Intelligent Speed Adaptation (ISA) provides a flexible solution to vehicles speed management. This paper introduces the concept of ISA and the expected effects on traffic speed. The impacts of ISA in real world urban networks were analyzed according to the relation between speed standard deviation and accident rate. Different percentage of ISA vehicles and their speed distribution were constructed to simulate the traffic flow. Velocities of vehicles in different percentage of ISA were recorded to evaluate traffic rates. According to the simulation result, mean speed and standard deviation of speed decreased as percentage of ISA vehicles increased. Since accident rate is determined mostly by deviation of speed, accident rate may decrease about 27% if all vehicles adopt ISA. As a conclusion, ISA is a hopeful proactive technology.
