Evacuation Model and Algorithms for Emergency Management System

Abstract
Emergency evacuation plays a crucial role in the purpose of saving lives and properties in case of major traffic accidents. To enhance the performance of the urban emergency management system for handling major traffic accidents, a new evacuation model and some algorithms are proposed in this paper. The road system is modeled as a discrete-time dynamic network. Based on network flows theory, the evacuation routes construction problem is formulated as a transshipment problem. The idea of feedback is also taken into account in the executing process based on the real-time information obtained from sensors and other surveillance technologies. Updating the evacuation plans is essential and brings the following two advantages: firstly, it prevents congestion, by creating new evacuation routes and thus avoiding the already crowded areas; and secondly, it decreases congestion by directing traffic on currently congested routes to disperse on alternative routes. This proposed model and algorithms are also useful for devising evacuation proactive plans as well as real-time management under major traffic accidents.
