Evaluate TDM Pricing Measures to Heterogeneous Users by Bi-Criteria Nested Logit Based Combined Mode Split Assignment Model

Abstract
Traditional pricing model such as congestion pricing and parking charge assumes users have homogeneous value of time and limits congestion pricing to the myopic of automobile congestion alone, with no consideration of mode change. A nested logit based combined mode split and traffic assignment model with users have heterogeneous value of time is put forward in this paper. Sensitivity analysis with different price of public transportation fares, congestion pricing and parking charge is given by computer simulation. The model provides the capability of better addressing the impacts of TDM pricing in comprehensive transportation system and forecast the demand of new inter-city transport mode with different fares.
