Connotation and Design on the Strategic Target for the Development of China's Communications and Transportation

Abstract
Strategic development is a scheme plan, which to study and explore a country, an area, a system, and how to fully utilize one's own potentiality and objective environment, in order to realize the optimum development. While the strategic development is made, the choice of the strategic objective is the core and main content of strategic development research. The communications and transportation of our country has gone through from a plight preliminary, and grown into ‘restricting type' from ‘alleviating type'. Entering into 21st century, how to select the development goal of communications and transportation concerns not only the prospect of communications and transportation development, but also has dynamic relation with the overall situation of national economy. Thus, correctly and scientifically choosing the development strategic objective of the communications and transportation is one of the keys of the whole strategic research.
