Saving the SARI Pipeline: A Risk-Analysis-Based Approach to Rescuing the Santa Ana River Interceptor

Abstract

The threatened washout of the Santa Ana River Interceptor (SARI) pipeline endangers not only the treatment plants and industries discharging into the pipe, but the major groundwater basin recharged by the river, and the downstream treatment works of the Orange County Sanitation District (OCSD) as well. This paper discusses the proactive efforts of OCSD and the Santa Ana Watershed Project Authority (SAWPA) to save the segment of the pipeline exposed to erosion in a canyon area. An effort to relocate the pipeline via a fast-track construction approach was deferred due to public concern and funding issues, but planning continues for interim protection and ultimate safety of the SARI.
