Catastrophic Failures of Cleveland's Large Diameter Water Mains

Abstract

On March 28th, 2001, a 36-inch cast iron main failed in West 38th Street in Cleveland's Ohio City neighborhood. Five million gallons of water flooded the streets of the area, causing significant disruption to the area. It was the third such large main failure in the previous 14 months, and drew major media attention, as had the other recent failures. As a result of that history, then-Mayor Michael R. White, who has been personally concerned about all of the city's recent big main breaks, asked that a Task Force be formed to study the problem of large main failures and examine possible ways of mitigating such catastrophic failures. On May 15th, 2001, the Task Force convened for the first time. As part of that Task Forces work, the Division of Water conducted a major review of its trunk main system. This report resulted from that CWD review.
