Abstract
Traffic congestion is a major problem that is becoming exceedingly difficult to address using conventional transportation and traffic engineering tools. Consideration of the characteristics of the Beirut, Lebanon network have led us to identify the management of incidents as a primary area of immediate intervention, where ITS-assisted technologies could provide significant payoff. This research develops a framework for assessing the deployment of incident management technologies, and applies the framework in the context of the Greater Beirut Area (GBA).
