Discrete Network Design Problem without Budget Constraint

Abstract
The Network Design Problem focuses on formulations and algorithms for addition or improvement of links on an existing road network. In this paper, the mathematical programming model of the discrete problem without budget constraint is proposed, an hidden enumerative algorithm is posed. Ignoring the Braess paradox, the algorithm is improved to save computer time.
