Abstract
Clark County, Nevada has the largest concentration (11) of privately operated transportation systems, more commonly known as peoplemovers and scenic trains, anywhere in the United States. All of the current peoplemover systems are regulated by Clark County Building Department rather than the typical transportation jurisdictions, such as the State of Nevada or the Regional Transportation Commission, because they operate primarily on private property. These systems are typically free of charge to passengers and move tourists from one resort property to another; the McCarran Airport systems are the exceptions. The Clark County Building Department has developed guidance standards for peoplemover systems based on input from manufacturers, users, governing entities and the public. The Clark County Ordinance 2145 for Amusement and Transportation Systems was established in 1992 to fulfill the need for commissioning and oversight testing. American Society of Civil Engineers (ASCE) Automated Peoplemover Standards Part 1 was adopted by Clark County's Amusement/Transportation Systems Code in 1997. This standard is applied in conjunction with American Society for Testing and Materials (ASTM), American National Standard Institute (ANSI), National Fire Protection Association (NFPA), and Uniform Building Code (UBC) requirements for construction and operation of all permanently installed amusement and transportation systems, as appropriate to each type of system.
