Defining Phase II Storm Water Regulations' ‘‘Maximum Extent Practicable'' in Portage, Michigan

Abstract
The City of Portage is pioneering a comprehensive approach to storm water management in light of the Phase II Storm Water regulations. The approach will serve to define the application of the now elusive "Maximum Extent Practicable" (MEP). This is accomplished through the design and construction of a regional storm water treatment system for a 1.9 km2 urban drainage area. The treatment system will be highlighted with recreational trail ways, new wildlife habitat, and tax-base enhancement through reclamation and redevelopment of ineffective smaller detention basins. The design incorporates, in one plan, four of the six minimum control measures identified in Phase II regulations for the largest storm water outfall to a surface water in Portage, MI.
