Abstract
This paper examines the impacts of staggered work shifts program on peak-period travel in Seien metropolitan area in Japan. The paper begins with an introduction to TDM measures and their practices in Japan, and then describes the results of surveys conducted in 1995. This is followed by an incremental traffic assignment for the morning perk-period under the staggered work shifts program. The paper concludes that the peak-period traffic volume in this area can be reduced marginally by the proposed staggered work shifts program.
