This paper is retracted at the request of the authors due to the discovery of incorrect assumptions that invalidated the conclusions. The authors proposed a method to analyze seismic ground response using the hybrid frequency-time domain procedure to reach the results. During the studies, the authors found that the hybrid technique could be done in a manner that is more accurate and easier to implement by using nonlinear frequency analysis. Therefore, the technique discussed in the paper had no place of interest. This manuscript was posted as part of the Posting Ahead of Print program, and as such, the final paper was never published in the journal.
