The Comprehensive Plan in Transportation Planning

The concept of the comprehensive plan is reexamined with particular emphasis upon its preparation and potential directive use in transportation system planning and development. The comprehensive plan is defined and its scope and content outlined, the implications which recent changes in urban development and planning technology hold for the concept are described, and the continued validity of the concept and its applicability to current urban problems are reaffirmed. The directive use of the comprehensive plan in transportation system planning and development is discussed with respect to such important work elements of the transportation planning process as goal formulation, trip generation, functional and jurisdictional highway classification, and transportation plan design.
