Civil Engineering Planning Guide: Part I—Framework for Planning, Chapters 1-3

Abstract
A Task Committee of ASCE’s Urban Planning and Development Division has prepared Part I of an eventual three part planning guide for field or classroom use by civil engineers. Part I of the Planning Guide, Framework for Planning, is an overview of the planning process. The role of engineers in the planning process and the various types of planning are discussed. Geographical and temporal contexts, coordination, and institutional framework are all revealed to be integral elements of the process. The steps in the planning process are ranged as follows: awareness of need, data collection and analysis, development of goals and objectives, clarification and diagnosis of the problem, identification of alternative solutions, analysis of alternatives, evaluation and recommendation of actions, development of implementation program, and surveillance and monitoring. Public involvement is critical to the success of this planning process. Planning tools used for any of these steps can be simple or complex. Various tools are assessed in each of these areas.
