Abstract
The urban transportation planning process has changed dramatically during the past 25 years. This paper describes the important characteristics of such a planning process, including the key characteristics of urban travel, the short- and long-range planning processes, and the project programming process. Both the planning methodology and the types of actions considered in the transportation planning process are discussed. It is concluded that even given fiscal constraints, government cutbacks, and increasing reliance on local government commitments, there will be a need for a planning process such as that described in this paper.
