Ethics and Municipal Engineers in Private Practice

Abstract

The professional engineer who both maintains a private practice and is retained on a part time basis as a municipal engineer is confronted with a unique set of relationships that cause him to refer constantly to the Code of Ethics. These relationships are: (1) The engineer and his relationship with elected officials responsible for his appointment; (2) the engineer and his relationship with contractors doing work for the municipality; (3) the engineer and his relationship with his private clients in those municipalities where he acts as the officially appointed municipal engineer; and (4) the engineer and his relationship with other engineers in private practice. A discussion of the ethical problems involved in each of the above relationships is discussed together with comments on suggested courses of action that would adhere to the principles of the ASCE Code of Ethics while giving testimony to the faith and trust which the public has in the professional engineer.
