Opportunities in Engineering and Construction Entrepreneurship for Minorities

Abstract
The ASCE Board of Direction on October 15, 1978 adopted a policy designed to improve minority opportunities in engineering and contracting entrepreneurship. The essence of the ASCE policy is :(1)A recognition of the need to help disadvantaged minority business enterprises in engineering and contracting to achieve equality of opportunity in a reasonable time; (2)a recognition that the minority firms need governmental assistance to achieve acceptable progress. A commitment that present laws and regulations need to be implemented in an achievable way; and (3)governmental assistance should cease once minorities have gained a significant participation in engineering practice and in contracting.
