Abstract
The majority of engineers are employees. This paper proposes a system whereby engineers, other professionals and subprofessionals can improve their working conditions without resorting to collective bargaining. The system would use references from current or previous employees. These references would be received by a central organization which would use them to generate reports to evaluate prospective employers. The existence of this system would prompt employers to improve their working conditions so that they would be in a more favorable position to hire engineers.
