Abstract
Several shortcomings of environmental impact statements are presented along with a discussion of reasons for these failings. Included are discussions of the requirements of NEPA section 102(2)(c) as written, and as modified by the courts, and necessary reforms in methods of statement preparations, use, and review. Its purpose is to point out changes in practices and policies through which the objectives of NEPA and a reduction in court challenges (and resultant delays) can be accomplished.
