Abstract
The management of major public works programs is becoming more difficult. Some complications are due to the shear size of the programs, the effect on other existing or planned public facilities, the high cost of planning and construction, the public and political interest in the environmental impact, and an increasing concern for government efficiency. An organization's ability to deal effectively with these types of complications relies to a great extent on its ability to control the execution of its programs.
