Highway Fiscal and Program Management for the 1980s

Abstract
The 1980s are a time of rapid change to most transportation agencies in the country—change in a funding base, which has remained essentially stable for the last 60 years, and change in programs at both state and federal levels as efforts are made to recapitalize our vast highway network. Fiscal and program management strategies are described for responding to this change — strategies which have been put into practice in Pennsylvania and have worked well to date in providing a better climate for transportation. Various efficiency improvements and methods of managing both intra- and inter-agency communication are also described.
