Improving Highway Investment Programming Methods

Abstract
The Wisconsin Department of Transportation has undertaken a major effort to improve their highway project evaluation and investment programming capabilities. An inventory and analysis of current and projected highway system conditions and revenue trends provided the data necessary to develop and analyze a range of program options. Special effort was devoted to estimating the financial requirements to maintain the existing highway system at an acceptable level of pavement and structural quality. Systematic procedures for evaluating projects, including a computer benefit-cost analysis package, have been established. Computer files for project deficiency, financial, and other information have been developed to facilitate the development of several alternative statewide programs. Alternative programs reflecting varying funding levels and program emphasis (e.g., maintenance versus construction) provide top management with key policy choices.
