The Port of New Orleans

Abstract
When America was first colonized, New Orleans, La., and the surrounding territory were under French dominion; later, it passed into the hands of Spain; then was again French; and finally was ceded to the United States. Under the circumstances, the laws of New Orleans and of Louisiana are largely tinged by those of the original "Mother Countries", and some of these laws are responsible for unique conditions affecting the Port of New Orleans.
