New Institutions for Joint Development

Abstract
The need for coordination in the development of transportation and land use has long been recognized by professional planners and engineers. Such recognition is now becoming more widespread. Now we must give more serious consideration to the establishment of institutional mechanisms that could be effective in implementing the concepts for coordination that have evolved. Some of the implementation concepts that should be applied include: (1) Highway and transit stop districts; (2) regional centers and CBD; (3) high-accessibility corridors; and (4) new towns. Precedents for the development of new institutions and implementation tools include expanding the powers of transportation agencies, establishing multifinancial public corporations, contracting with private corporations, land banking, restriction of development districts, and public-private contracts, or cooperation agreements.
