Abstract
Burgeoning urban development throughout the world and proliferation of growth problems are now forcing man to hyper-rationalize his existence at the urban, regional, and national levels if he is to survive without continual trauma. A general conceptual framework and mathematical rationale is suggested for obtaining the best solution to urban building problems. This involves development of a comprehensive stochastic optimization algorithm which may be applied to a total integrated system incorporating both physical and psychic overtones.
