Preservation of Right-of-Way for Public Facilities

Abstract
Purchase of right-of-way well in advance of the construction of urban facilities can reduce substantially the financial cost of their installation. The financial savings are possible during the period that the cost of the right-of-way is increasing faster than the discount rate. A computer model developed for planning measures for flood control was used to define the conditions under which holding can effect an economic savings and to estimate the economic cost of doing so.
