New Perspectives on the Safety of Dams

Abstract
The Water and Power Resources Service (formerly Bureau of Reclamation) established an Office of Dam Safety, Engineering, and Science as a result of the Teton Dam failure and technical and nontechnical reviews following the failure. The Service's Dam Safety Office performed its independent audit function through a Division of Dam Safety composed of experienced civil engineers and other personnel that concentrated their careers in geotechnical engineering, construction, hydraulics and hydrology, design, operations and maintenance, and geology. Implementation of review procedures and preparation of technical review standards are key activities accomplished in order to evaluate applicable technical activities. A Dam Safety Research Committee is prioritizing research needs among 84 proposed research projects. In 1978, Congress authorized –100,000,000 for the Service to rehabilitate existing dams.
