Some Thoughts on Zero Discharge

Abstract

The writer contends that the concept of zero discharge, as presented in the Federal Water Pollution Control Act Amendments of 1972, Public Law 92-500, is based on a philosophy that man is basically not compatible with nature. The long-term effects of such a philosphy are difficult to see, but at best, little good can come from disenfranchising man from nature. As an alternative, the goal of water pollution abatement should be to seek ways in which the waste products of man's activity can be returned to the environmental cycle in a way that represents the best long-term interests on man.
