Abstract

In the transportation community there is a question in terms of the future of our transportation system. The question of direction arises from two legislative proposals before Congress that reveal sharp and dramatic differences in how to approach improvements in our transportation system. One proposal, the Surface Transportation Act of 1971, has been introduced in the Congress with the united support of the regulated surface transportation industries. The nation's motor carriers are united in seeking enactment of this legislation. The contrasting legislation, the Transportation Regulatory Modernization Act of 1971, has been sent to the Congress by the Secretary of Transportation. It is presented as the type of transportation legislation the present Administration would like to see enacted. The paper indicates the advantages of the act supported by the regulated surface transportation industries.
