Supra- and Sub-Resilience of Smart Infrastructure Systems: New Paradigm of Gains and Losses

ABSTRACT
The paper describes a new model of socio-technical systems (STS) that adequately takes into account about the relationship between cyber-physical infrastructure (CPI) and the society that serves as the indispensable element of the feedback chain management of the STS, according to generalized criteria of regional risk. In this context, supra- and sub-resilience of STS are introduced and discussed, and an example of both is given, as related to a municipality/region.
