ABSTRACT
The Hugh K. Leatherman Terminal (HLT) is the first greenfield container terminal to open in the United States since 2009. The purpose of this paper is to briefly cover the history of the terminal site and its impact on future terminal development, the existing site conditions prior to site preparation, and the challenges and lessons learned during the early planning, permitting, and resulting mitigation requirements that set the stage for the terminal’s successful development. This paper will also briefly introduce three companion papers that supplement this discussion and illustrate the remaining tasks undertaken by the project team to put HLT into operation and prepare for future terminal development.
