Strategic Waterfront Infrastructure Investment Plan for Joint Base Pearl Harbor-Hickam

ABSTRACT
The Asia‐Pacific region is central to US political, economic, and security interests, and therefore Joint Base Pearl Harbor-Hickam (JBPHH) is a critically strategic installation linking mainland US to the Pacific. As such, JBPHH is programmed for a significant increase in vessel platform size and number, including submarines and multi-mission ballistic missile defense-capable ships, in the coming years. Increased mission requirements, coupled with the challenges in maintaining and updating World War II vintage infrastructure, necessitated the need for a long-term strategic approach to systematically address infrastructure investments in support of evolving mission objectives and wartime readiness. The Strategic Waterfront Infrastructure and Investment Plan (SWIIP) was developed to address mission and operational capability gaps over a 20-year horizon focusing on 114 waterfront facilities at JBPHH and involving existing facility evaluation; rehabilitation/upgrade project identification; project prioritization based on need and funding instrument; multi-supported command buy-in and concurrence; DD1391 PRI 0 funding document creation; and 20-year capital improvement plan development with interim solutions for urgent operational and mission-critical issues.
