Beneficial Reuse of Dredged Contaminated Sediments for Redevelopment of an Upland Cleanup Site

ABSTRACT
The Port of Port Angeles’ (Port) Terminal 3 Maintenance Dredging Project was an innovative project with beneficial reuse of dredged sediments at an adjacent upland cleanup site. The project included initial sediment characterizations to determine the feasibility of in-water disposal; however, after the material was determined to be unacceptable for in-water disposal, upland material reuse was determined to be the most feasible. The project team coordinated with local, state, and federal agencies to secure the necessary permits and approvals for reuse of the low-level contaminated dredge material at the K Ply site. The project included maintenance dredging of over 8,410 cubic meters [m3; 11,000 cubic yards (CY)] of sediment, with the reuse of approximately 6,500 m3 (8,500 CY) and off-site disposal of approximately 1,910 m3 (2,500 CY) at a Subtitle D landfill. The beneficial reuse resulted in a substantial economic benefit to the Port, a reduction in the generation of carbon emissions, and minimization of impacts to the local community of Port Angeles via reduced truck traffic.
