ABSTRACT
The New Kapālama Container Terminal project is the cornerstone of the state of Hawai‘i’s (State) Harbor Modernization Program to modernize operations and build resiliency into the state’s harbor system for the 21st century. The construction of the second phase of the project incorporates several state-of-the-art design elements, including an anchored steel bulkhead combination wall system comprised of steel king piles and infill sheet piles, stone column ground improvement, maintenance and capital dredging involving offshore disposal and beneficial reuse of dredge material, and installation of two new horizontal directional drilled water lines. Regulatory permitting of the project required extensive coordination with the US Army Corps of Engineers (USACE), US Environmental Protection Agency (EPA), National Marine Fisheries Service, Hawai‘i State Department of Health, Hawai‘i State Department of Land and Natural Resources, and other resource agencies because the project involves construction in the waters of the United States and impacts marine resources.
