A Practical Application of the Strategies of Parking Duration Limit and Pricing

ABSTRACT
To enhance the parking efficiency and user satisfication, the strategies of parking duration limit and parking pricing are explored in this paper. Based on the inherent characteristics of parking spaces and the stability of parking duration distribution, the parking space are divided into several areas, with each area set up with specific parking duration limit and parking prices. A bilevel programming model is proposed to solve the problem of how to minimize the average parking time (crusing time and walking time) and the personal cost (parking time and parking prices). A Chaos Genetic Algorithm is utilized to achieve the appropriate results. To evaluate the availability of the methodology, a case study is presented. The results show that compared with the plan of a single area, the average parking time of the three-area zoning plan decreased by 7 s and the parking revenue increased by $125.50 in a day.
