Toward a Safety Culture Model for Small Construction Organizations

ABSTRACT

Large construction organizations have the leverage to develop and implement robust safety systems to improve their safety performance and enhance their overall safety culture. However, this is not the case with small construction organizations, where safety systems and safety culture foundations are almost non-existent or minimal. In addition to the absence of safety resources and systems, significant barriers hinder the safety performance of small construction organizations that are evaluating tender submissions based on the lowest bid price accompanied by the fierce competition and lack of safety commitment from construction clients. This paper’s primary contribution is to propose and develop a robust and feasible safety culture model for small construction organizations to improve their safety performance. Improving small organizations’ safety performance requires collaboration with construction clients, and large construction organizations, and general contractors. The collaboration from different stakeholders is vital to generate a comprehensive safety culture framework to lead small construction organizations to better safety performance.
