A Comparison of Georgia DOT’s Design-Build Legislation and Project Expenditures with Those of Bordering States

ABSTRACT
Design-Build (DB) is a popular alternative project delivery (APD) method to be used in place of the traditional Design-Bid-Build method for construction projects. In the Southeastern United States, each state’s application of DB projects is nuanced according to the legal language that constructs the foundation of its usage in contracts. The goal of this paper is to examine a possible connection between legislative involvement over a span of time and consistent implementation of DB in transportation projects. For the scope of this study, historical DB project data on Department of Transportation (DOT) projects from the state of Georgia and its neighboring states including Alabama, Florida, North Carolina, South Carolina, and Tennessee were used. This research will serve to aid states in the Southeastern region of the US seeking to implement DB delivery in DOT projects by providing analysis of comparable paths of legislation. The target audience comprises many disciplines from academia, engineering, professionals, to legislators.
