Evaluation and Empirical Research on the Effect of the Monetary Subsidy Policy for Public Rental Housing

ABSTRACT

To improve the efficiency of the government’s monetary subsidy on public rental housing, and better improve the public rental housing policy, this paper reviews the research of public housing at home and abroad and analyzes the possible problems and efficiency loss of key nodes in the allocation of public rental housing in China. This paper evaluates two subsidy ways of public rental housing using the cost-benefit analysis. Taking the monetary subsidy as an example, this paper takes 19 first-tier and new first-tier cities in China as the research object, and calculates the efficiency rate of monetary subsidy for public rental housing in each city through empirical analysis. Based on the study results, this paper proposes policy suggestions such as relaxing the access standards, increasing subsidies, tightening exit systems, strengthening government supervision, and improving mobility efficiency.
