Research on the Pricing of PPP Project of Waste Incineration Power Generation

ABSTRACT

Concession pricing research is an important part of concession decision-making for waste incineration power generation PPP projects. Therefore, based on the analysis of the factors influencing the pricing of such projects, this paper establishes a system dynamics model, calculates the pricing range of waste incineration treatment under the reasonable internal rate of return, and determines the satisfactory waste incineration pricing scheme of the government, social capital, and the public combined with the multi-objective optimization model. The model is applied to a waste incineration power generation PPP project to analyze the price adjustment scheme when the operation cost and waste treatment volume change. It is found that the change of waste treatment volume has a great impact on the unit price of waste treatment, which provides a basis for decision makers to determine the feasibility of the project and formulate a reasonable concession price of waste incineration power generation project.
